Is the smooth side of the belt not supposed to run on the smooth side of the tensioner pulley?

Sorry for the delayed response. I have seen some of them run that way. We have tried it both ways as well and are going with it this way because pressing in on the smooth side gets the belt close to some extra bracing we built.

Looks close to ready to try and get a hood on it! Seems a shame to cover it but...
