Full boost is pretty much instantanious. As soon as the throttle is floored it's at 25psi. Doesn't matter what gear.
In saying that, I'm running a dual by-pass butterflys and I'm still getting a slight vacuum differential between the blowers intake and the Inlet manifold. So I've eventually got to make up a better pipe between the bypass butterflys and the inlet at the back of the blower. I've got to enlarge the hole even further than what it is now as it's just not big enough.
